Well, DC editorial has their hand pretty tight on the blur brush when it comes to certain parts of the (male) anatomy, so I don't think we'd have ever noticed anything at all.

I think spandex fits fine over the bulge. Accentuates the assets. I know an argument can be made that "the boys" need to breathe, but that's why secret identity boxers where made.

The comic was funny. My assumptions may be backwards anyway. Though I often wear spandex, and LOVE it, my bulge has all the nerve-endings of tube socks.
